President: Tonja Stradley

Tonja has 30 years of project based experience in budget and cost control, scheduling, document management and project controls systems identification and implementation primarily on multi billion dollar projects. Notable projects include Dallas/ Fort Worth International Airport Capital Development Program, Panama Canal 3rd Lane Locks program and the $17 B California Water Fix. Her mega project experience has afforded her many years of hands-on involvement in identifying program needs and establishing the staffing, systems and processes that best address those needs. Her skill set, combined with her mega project experience have culminated into a natural ability to provide projects and programs with timely, relevant and accurate information on which to base tough project decisions while maintaining transparency and proof of compliance with applicable laws and regulations. Tonja holds a Bachelor of Science in Accounting from the University of Texas.


Vice President: Jeff Strawn, PMP, RMP

Jeff has 17 years of experience as Project Controls engineer, estimator and Risk Manager while working primarily large ($1B+) projects throughout North America in the Power Generation, Aviation, Transit and Public Works sectors. Mr. Strawn currently serves as the Manager of Project Controls and Risk Management for Planning & Management Services Inc., while also working as the Risk Engineering Program Manager for Sound Transit. Jeff is particularly passionate about training professionals in Project Management, Project Controls and Risk Management to help bring forth tomorrows leaders in our industry. He is a Project Management Institute certified Project Management Professional and Risk Management Professional.

Treasurer: Roger Kong

Roger has over 26 years of experience in Project Controls, Project Management, Investment, Treasury and Banking on a variety of projects/products in type, size, complexity and level of risk. He has a strong background in all aspects of project controls in budgeting and cost management, investment in maximizing returns for safety and soundness, cash management in designing new financial systems/ procedures/ tracking and banking in developing/maintaining/increasing commercial portfolio to assure loan quality and performance. Roger currently works as a Cost Control Supervisor at Sound Transit; overseeing a portfolio of projects and contracts. He has been a new member of AACEI since relocating to Seattle from Hawaii in 2018. Roger holds a B.S. in Mathematics and Business Economics from Willamette University located in Salem, Oregon.

Secretary: Andrea Forderer

Andrea has 16 years of experience in engineering, project management, and project controls. Andrea joined AACEI in 2011 and earned her CCP certification in 2012. She holds a B.S. degree from the University of Washington in Civil and Environmental Engineering. Andrea is also a member of the Project Management Institute (PMI) with a PMP credential, Society for the Advancement of Value Engineering (SAVE) with a VMS credential, and is a licensed Professional Engineer in the state of Washington. She previously served as Seattle section treasurer from 2013 to 2015 and Secretary from 2015 to 2017.

Director of Membership: Payman Shirpay

Payman has more than 18 years of professional experience in project management and controls actively in oil& gas, petrochemical and transportation section in EPCC mega-projects and Programs. Payman has Master of Business Administration degree and an undergraduate degree in industrial engineering. He is currently a Senior Project Control Specialist at Sound Transit where he oversees link extension projects in the South Corridor. Payman’s depth of experience ranges from planning, scheduling to cost and earned value management.

Director of Awards: Ken Sparks

Ken has 25 years of experience in project controls and project management, including schedule development, maintenance, and management. Areas of expertise include claims, delay and time impact analysis and documentation, and cost estimating, He has worked as both owner representative and contractor on major infrastructure projects for project/program master schedules. His project experience includes work on heavy construction projects, including light rail, heavy rail, tunneling, roadway programs, bridges (conventional and segmental), wastewater treatment, process piping, and commercial developments at various phases of project development, from planning to design, construction, and start-up/commissioning. Ken is currently a Senior Scheduler with HNTB, working on the Puget Sound Gateway Program for WSDOT, and has held his PSP certification since 2009.

Director of Publicity: Jordan Fette

Jordan Fette, a recent college graduate from the University of Washington, holds a B.S. in Environmental Science. After graduating Jordan was hired by KBA and assigned to the Sound Transit Federal Way Light Rail Extension (FWLE) project in 2019. Jordan was hired as Office Engineer and quickly became an integral member of the Project Controls team, where he was recently promoted. Jordan is an active Project Management Institute (PMI) member and aspiring Project Management Professional (PMP). Jordan is the FWLE program manager for ASSIST, a cloud-based software system used to enhance workflow management and simplify field inspections. He has experience scheduling in P6, analyzing cash flow and building reports to track project performance.

Director of Education: Josephine M. Bayan, PMP

Josephine has more than 30 years of experience in project management, construction management, construction inspection, project controls, cost accounting, grant administration, commercial management, business development, and business operations for diverse projects that include light and heavy rail, airport, stormwater, wastewater, trails, community health center, maintenance facilities, and CNC fueling stations. Josephine is a Chemical Engineer with a master’s degree in Urban and Regional Planning specializing in Transportation Planning from the University of the Philippines. She is currently working as Project Manager/Construction Manager at Rock Project Management Services, LLC. She also serves as the incumbent Vice Chair of the City of Renton Planning Commission.

Director of Communications: Jianhao Zheng

Jianhao has over 25 years of experience in project controls for both civil construction and civil engineering design companies. Worked on construction projects ranging from $30 million to $2 billion in construction cost and design projects ranging from $12 to $100 million in design cost. Project experience includes domestic and high-profile international projects. He is currently a Sr. Cost Engineer/scheduler at Port of Seattle.
