GENERAL PURPOSE:
Under general direction of the director of project control, supervises and coordinates the activities of professional Project Control staff in performing a full range of advanced level professional duties for major programs and system wide projects and contracts of different scope, size, complexity, including Right of Way (ROW), STart, TOD, Agreements, On-call contracts, and misc. projects. serving as both as a senior technical expert and team leader for critical project control functions for assigned staff; assumes responsibility for a variety of project control support activities including those involving tracking, updating, and reporting contract and project progress for cost, schedule, and scope; serves as technical advisor to assigned director related to project controls systems and procedures to achieve on-time and on-budget goals; leads and trains staff and project consultants and third party partners; provides guidance and coordinates work activities with other project control staff assigned to assist in completing the required tasks on the projects; coordinates assigned activities with other programs, divisions, Departments/Offices, and outside agencies; and provides highly responsible and complex administrative support to the Director of Project Control or designee.

• Assume responsibility for the implementation and administration of tools and procedures required to effectively monitor design work, procurement, contracts, agreements and construction activities for assigned programs; ensure the proper definition of scope, budget, and schedule to enable the measurement of scope, schedule, and budget performance at various levels during all project implementation phases; evaluate schedule and budget performance for the full range of activities; assist in the formulation and implementation of corrective actions.
• Assume supervisory responsibility for the services and activities of assigned staff that includes a series of inter-related projects or functional areas of significant depth and complexity.
• Assist and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, programs, services, and functional areas within the Project Control Program area; recommend and administer policies and procedures.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Agency/Departmental policy, appropriate service and staffing levels.
• Coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
• Train, coach, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend discipline and termination procedures.
• Assume supervision for, capital and operating budget development, administration of progress payments and change orders, cost forecasting, and progress reporting areas.
• Supervise processes required to develop annual and lifetime project budgets for the capital program; ensure projects and programs are properly planned and documented with financial needs and with sufficient justification to support the project goals and program objectives.
• Assist in the development and implementation of baseline cost estimates and schedules for assigned projects; ensure the full integration of scope, schedule, costs, risk, and resources; control change to project and contract through formalized change control procedures for scope, schedule, and budget.
• Supervise the administration and approval of change orders, requisitions, and progress payments for professional services and construction contracts and agreements; support the procurement of new contracts and administration of contract modifications to scope, budget, and schedule.
• Assist in project risk assessment and risk analysis; coordinates with the project team to ensure that project risks are actively managed and mitigated; periodically updates the project risk register and prepares risk mitigation reports; facilitates the establishment of a risk and contingency management plan for assigned contracts/projects; and tracks and forecasts contingency draw down, and prepares monthly contingency reports.
• Participate in the implementation and coordination of the Agency’s Project Control System with Corridor project team for capital and operating projects.
• Serve as the liaison for the assigned Project Control Program with other programs, divisions, Departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
• Evaluate and report status of schedule and budget performance for assigned projects and programs to Director of project control, Executive project director, Agency management, project stakeholders, and oversight organizations.
• Produce timely reports on assigned projects and programs; identifies and trends potential project risks and issues; forecasts and associates risks and issues with cost provision for possible solution or mitigation; provides support in the continued refinement and production of progress and performance reports, development of organizational improvements, procedures and policy development, management plans, data entry manuals, sharing of lesson learned as well as legacy factors; reviews contract management system/financial system integration reports to ensure proper accounting for assigned contracts and agreements.
• Serve as project control representation on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
• Provide responsible staff assistance to the assigned Department Head (Director/Chief Officer) or designee; conduct a variety of organizational studies, investigations, and operational studies; summarize and analyze program issues and provide recommendations to the Department Head on strategies to resolve these issues; recommend modifications to functional areas, policies, and procedures as appropriate; conduct follow-up to ensure that the issues have been resolved.
• Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate.
• Respond to and resolve difficult and sensitive staff conflict.
• Perform related duties as directed by the Project Control Director.

Minimum Qualifications
Education and Experience:

Bachelor Degree from accredited college or university in engineering, architecture, construction management, or closely related field, six years of project controls and reporting and minimum 2 years of supervisory experience or equivalent in a lead capacity as senior project control specialist/engineer experience for large, complex projects; OR an equivalent combination of education and experience.

Preferred Licenses or Certifications:
Certification as Certified Cost Professional (CCP) by AACEI is preferred.

Required Knowledge of:
• Project controls principles and practices including principles of scheduling, risk management, VE, contract administration, public procurement processes, cost estimating, and document control.
• Operational characteristics, services, and activities of a project control program area.
• Public procurement practices and contract administration principles and practices.
• Financial accounting and work breakdown structure and its application to scope of project work.
• Methods and techniques of data collection, research, and report preparation, statistical and financial analysis.

Under general direction, directs, manages, and coordinates the development and implementation of robust and best project risk management practice, tools and appropriate software models, vision, strategy, policies, processes and procedures for all Sound Transit capital programs; manages, coaches and develops a formalized project risk assessment, risk mitigation, and risk management process and systems that support the Agency’s capital program objectives and which delivers best practice results, added value and continuous improvements; coordinates value engineering activities and workshops; ensures application of inter-agency lessons learned program; updates, maintains, and manages project risk registers to reflect current risk conditions; prepares materials for Federal Transit Administration (FTA) for the New Starts reporting process, including periodic in-depth analysis and reporting in the Agency Progress Report (APR), and at quarterly FTA meetings; manages consultants and consultant contracts relating to risk assessments and value engineering; and provides highly responsible and complex administrative support to the Project Controls Director of Scheduling, Estimating, Risk and VE, and the Deputy Executive Director of Project Control and VE.

• Direct, manage, and coordinate the development and implementation of robust and best practice for a comprehensive risk management plan that clearly defines roles and responsibilities for all ST capital projects; establish methodology on how the Agency will identify and quantify project risks; implement and track risk response activities, and monitor and control risks throughout the life of the program; conduct project risk analysis and risk mitigation, baseline cost and schedule contingency analysis using risk simulation and modeling tools such as Primavera Risk Analysis, @ Risk, Crystal Ball and Acumen Fuse Risk.
• Provide independent assessments and reports to management; provide well written reports of risk analysis results for review by management; and ensure publication and distribute final risk assessment reports to management and third party stakeholders..
• Manage, coach and develop agency staff and coordinate work activities and work products of assigned staff, consultants, and contractors; and provide training and technical expertise and assistance as needed on policies and procedures related to area of assignment.
• Lead, supervise, and coordinate with Value Engineering (VE) study and Program Manager using a multi-disciplined team from the Agency and consultants to develop recommendations for important design decisions with the primary objective of value improvement and cost savings and understand and report on the additional risk to cost and schedule that these changes may create.
• Regularly reassess contract and program contingency reserves for potential claims and unknown risks, incorporating information related to risks identified and quantified through its risk assessment processes; regularly integrate estimates for capital, support costs, and contingency reserves into a program-wide report; submit monthly and quarterly status reports to the Division Director and management; and ensure that reports to the FTA and other stakeholders reflect current data and provides an accurate representative of the program’s status..
• Provide support in managing consultant contracts relating to risk management and value engineering, including scope development, negotiations, facilitation, and report development and presentation.
• Supervises the preparation, update and maintenance of all the project risk registers to reflect current risk conditions and provide monthly and quarterly reports to management, FTA, and other stakeholders.
• Participate in the FTA monthly and quarterly meetings and present progress reporting relating to risk assessment program.
• Support Federal and/or State reviews of project scope, schedule and budget; serves as Agency’s main point of contact and facilitate review process to ensure success; produce status reports as required; serve as liaison with other programs, divisions, or outside agencies as assigned; negotiate and resolve sensitive and controversial issues; and perform other related duties as required and as assigned by the Project Control Director – Scheduling, Estimating, Risk & VE.
• Coordinates and attends meetings with design groups, cost consultants, third parties, ST construction management, consultant construction management and contractors to determine scope and discuss costs for various projects and to resolve risk issues for proposed changes.
• Provide general cost estimating and schedule project control support for specific capital projects, as necessary.
• Provide strategic and operational information and reports to share with others as and when required, and ensure appropriate monitoring, reporting systems and procedures are in place to meet objectives.
• Provide support to the department and others on matters as directed; serve as staff on a variety of committees as assigned; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate; ensure processes, policies and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Minimum Qualifications
Education and Experience:

Bachelor’s Degree in engineering, architecture, construction management, or closely related field and eight years of experience administering and performing a formalized project risk assessment, risk mitigation, and risk management program including cost and schedule risk identification, tracking, and mitigation processes, preferably in a transit or transportation capital program environment; OR an equivalent combination of education and experience.

Preferred Licenses or Certifications:
Risk Management certification, either through PMI (PMI-RMP), AACEi (DRMP), or equal preferred.

Required Knowledge of:
